The EU Official Gazette published the revised guidelines for environmental labeling for paper towels on July 29, 2009. The EU's revised environmental labeling guidelines for paper towels are designed to complement the definition of the product category and to establish new environmental guidelines in line with technology and market development.
 
The "paper towel" product category includes boxed or packaged paper towels that are suitable for personal hygiene, liquid absorption and clean dirty surfaces. Paper towels consist of one or more layers of creped or embossed fiber paper with a fiber content of at least 90%. This product category does not include:
 
Wet wipes and hygiene products;
 
a tissue product laminated with a non-fibrous paper material;
 
Products referred to in the Cosmetics Directive (Directive 76/768/eec).
 
Eco-labels are suitable for kitchen paper towels, paper towels, paper napkins and toilet paper. Obtaining an environmental label must meet a number of requirements, including:
 
The materials used should ensure that environmental and ecological damage is reduced and sustainable forest management should be carried out in the use of natural resources. The fibers can be wood fibers, recycled fibers or non-wood fibers. New wood fiber should come from sustainable management of the woods. Statements, charters or certifications from operators or wood pulp mills should be displayed to show the use of sustainable forest management.
 
When using chemicals in the production process, avoid using harmful environmental and health substances, such as:
 
Chlorine should not be used as a bleaching agent;
 
Alkylphenol ethoxylates (apeo) should not be used;
 
Azo substances should not be used;
 
Make sure that no dye or whitener is oozing out.
 
Production processes and the use of chemicals must reduce water and air pollution, energy consumption, and reduce the impact of solid waste.
 
Consumers should be provided with information on the benefits of eco-labels and the minimum weight of recycled fibres in the product.
 
Resolution 2009/568/ec applies to applications for environmental labelling of tissue products submitted after July 9, 2009, and is in force until July 9, 2013. The resolution is allowed to be implemented concurrently with the existing resolution 2001/405/ec during the transition period until the expiration of resolution 2001/405/ec of 4 January 2010. During the transition period, applicants may choose to apply in accordance with the guidelines of resolution 2001/405/ec or new resolution 2009/568/ec.
